A rank in the top 25 reads as ordinary and trustworthy for that generation; ranks 76 to 150 were real and familiar but stand out on the page.
Pick the decade your character was born, not the decade the story is set: a 70-year-old in a 1995 novel needs a 1920s name. And a name outside the top 150 is not a mistake by itself. It just means the name was uncommon then, which can be exactly the effect you want, as long as it is a choice and not an accident.
