On iPhone or iPad: Settings, Apps, Calendar, Accounts, Add Account, Other, Add Subscribed Calendar, then paste the URL.
Google needs the public URL added on the web: open Google Calendar in a browser, click the plus next to "Other calendars", choose "From URL", paste the https URL and click "Add calendar". It then syncs to the mobile app automatically. Google refreshes subscribed calendars on its own schedule, usually every 12 to 24 hours.
In Outlook on the web: Calendar, Add calendar, Subscribe from web, paste the https URL, name it and click Import. In the desktop app: Add Calendar, From Internet, then paste the URL.
